Okay, lore time, rune magic can only be done if you went to the well of urd and have paid a price of having suffered, in the PJO series, the one which the rune perk comes from, the only two known people who have used the well are Odin, who had payed a the price by having been stabbed by spear for several days, the other was hated by his family due to his deaf and then due to his brother's death which could have been prevented if he wasn't deaf and when he used the well was given the option of his family loving him or being able to do rune magic.

      So due to the perk Joe has been to the well and has payed the price of every horrible thing that has ever happened to him, from the treatment by his family, to the ambush by March.

    2. M0urning_Gl0ry covered this in its entirety. The well was a reference to Norse mythology and the source of Joe’s rune powers. The skills he received came with enough understanding of the principles behind the art to understand what was happening. At this point the Well of Urd is more of a concept for him than any physical place, but its still significant to his abilities.

Ahh I had went looking in jumpchain after seeing it and thought he might have got Seiðr from the Germanic/Norse Mythology Jump which is a nifty jump also allowing your to get your own Yggdrasill Mímameiðr though not sure if those are in the Forge. I'm more familiar with Jumpchain which is how I found your story which introduced me to the Forge.
