Pretty much the ghoul, Barb, and the Sole survivor were friends in college. The sole survivor after she saves the commonwealth hears some settlers talking about a ghoul that is dressed like a cowboy and is roaming around new Vegas. Nora believes is may be her old friend Cooper and sets out to find him with her trusted and favorite ghoul Hancock ( Well at least until she finds Cooper). This may be the only person Nora knew from before the bombs dropped and you know damn sure she's going to find them dead or alive.
