Depending who you ask, he's a visionary leader, an ambitious go-getter, or iron-fisted tyrant and megalomaniac hellbent on subjugating the universe. He's not a "good" person - he'll freely admit it - but he hardly considers himself the villain, either. He's the lesser of evils, and he's convinced that finding Vaults is necessary to protect humanity.
