Probably the most significant part of the awareness of the effects of Runes is that it makes Joe aware of his own suffering. Basically, he can’t say ‘This is nothing’ if he’s getting divine suffering exp for going through it. But yeah, Worm doesn’t exactly have a shortage of characters who would be able to jump into rune magic based on their backgrounds, and that number gets much larger as the series goes on.
Joe can’t manage complete divine constructs with Bandit Gunsmith since he’s not personally constructing every component used. There’s still a divine boost, but to be the real deal and get fairy letters no functional part of the end product can be built by someone other than Joe. Any prefabricated components hold it back from that level. The mechanics of Bandit Gunsmith are complicated, particularly when combined with Joe’s other powers, but cobbling a shotgun out of a pile of pistols doesn’t have the same level of ‘hand made’ as building one from raw materials.
The rebuilding has a limit on the complexity of the item. Basically, someone with Bandit Gunsmith can only use the upgrade feature to make technology they know how to make. For a normal person they would eventually be outside their skill level or working with a scale of machine that would be nonfunctional. Joe is able to make much more advanced technology, but more importantly he had ‘Always a Bigger Robot’. It’s conceivable he might hit some limit for the technology that could be created with the materials he has on hand, but with that perk he could scale anything up to infinite levels with no concerns about structural integrity or ability to function. Joe could just keep working until he had a laser cannon the size of a mountain and it would still function perfectly well.
There are limits to that. Bandit Gunsmith is still conventional crafting and would normally require a few hours of time and a workshop. Joe has acceleration perks and the ability to work exceptionally well in the field, but even at his speed there are sizes where the project will start to lag. Simple stuff might take fractions of a second, but getting into large installations might take a few minutes of work, and if you’re going into stuff the size of skyscrapers or geographical features it might even take Joe several hours to finish. The perk is also limited to weapons and defensive technologies. That can be stretched pretty far, but Joe’s not going to be able to use this to churn out mecha or starships. Those kinds of things will need conventional crafting with normal sets of resources, not instant upgrades.
I was getting to the end of my 69th chapter thinking it was a shame there was no joke to play off that number, but also accepting that the flow of the story was what it was and that I didn’t want to warp it just for the sake of acknowledging the chapter number. Then I rolled the blessing from the sex goddess. I’m not saying the Forge is a troll, but the Forge is kind of a troll.

So if I'm reading that right, unsc ships wouldn't work but the main railgun would? Ie having to make the gun then use other perks to make the thrusters and life support and stuff.
But the super Mac stations would count for the perk because they are giant defense platforms?
