  TW: mentions of su*cide baiting, swearing, canon-typical bullying/abuse, neglectful teachers.

  Bakugou's done some really shitty things. His actions have reinforced self-destructive behaviours & mindsets in his peers (we literally cannot just brush over that suicide-baiting thing like canon & fandom have done. That's always been a big point of contention imo.

  It's not on victims to rehabilitate their abusers. Bakugou becoming a hero could turn out for the worse, & he really doesn't receive much punishment at all in canon. I'm personally of the opinion that not becoming a hero, or at least not being able to attend his dream school, is a befitting punishment. Suicide baiting in real life would actually lead to things like denial of entry so it's not like it's unreasonable at all. (if you're of the opinion that it's just "boys being boys", you're part of the problem)

  However, I'm not sure about expulsion. Okay, Bakugou's done some shitty things & deserves to be punished, he does. However, If we're looking at this from the perspective of the teachers, not being expelled makes total sense. Not because he's a promising student & shows signs of rehabilitation, though that does play a part, but because teachers owe a duty of care to their students. Class 1-A has been attacked numerous times in canon alone, let alone in fanfic lmao, and Bakugou himself has later been specifically targeted. There is no absolute guarantee that expelling Bakugou from UA as a whole wouldn't put him in danger & teachers do owe that duty of care to their students, the children they're in charge of. Expelling him might put him in danger, & he does show signs of potential reformation, so UA as a school is put in a precarious situation. They can't exactly expel him without being sure he won't be at risk.

  I'm a little of the opinion that the whole "we can't expel him or he'll become a villain" thing is just a poor excuse for keeping a 'promising hero' at the school and is one of the fandom's worse tendencies; as you said, there are other hero schools (though getting into those with expulsion from UA on his record may be difficult, I'm certain there are public hero schools & even if not, we know the HPSC might set something in place b/c again, 'promising hero' - remember, 1st place sports festival. But it's not a great excuse. If Bakugou is posing a risk to their students & has not shown sign of improvement, well. kids are expelled all the time, or at least forced to pull out of the school quietly or be expelled.

  IN BAKUGOU'S DEFENCE, in canon, the school has done an awful job of trying to handle the situation. Bakugou never really faced any consequences, & that didn't change until his behaviour became a REAL problem & he physically harmed another student. Firstly, all might's indoor-battle-training scenario. What the hell? He directly disobeyed a teacher's instructions, intended to cause bodily harm to another student beyond the boundaries of the exercise, & received no repercussions? The sheer NEGLECT in that situation has me beyond furious- this trend continues throughout the series. Direct dismissal of instructions given by a teacher (USJ, sports festival, etc.); intent to cause harm/actual assault (indoor battle training, the final UA exams, licensing exams(?), etc.); verbally assaulting students & more! the school has completely failed their duty of care to both bakugou and the other students around him who, irl, would be negatively impacted by his behaviours beyond a canonically-convenient standpoint. & let's not get started on that sports festival chaining fiasco because i think i actually put that in a different bookmark! (see tags)
  hence, send bakugou to gen ed - safety isn't at risk, reasonable punishment & hes removed from the situation, which is the best thing you can do.

  canon does have a ton of issues that the fandom just perpetuates & thus fosters this negative environment around rehabilitating abusers at the expense of their victims, or at least excusing this stuff with "we can't remove him or he'll be a villain" despite the situation being a LOT less black and white. it allows for infantilising & general glorification of abuse. it's an anime so half of my grievances are pretty irrelevant, but that doesnt mean we as a fandom have to perpetuate them.

  tl;dr: i totally agree, though logically, UA can't/shouldn't expel bakugou because they owe him a duty of care & that duty of care would be breached due to the possibility of expulsion putting him in danger. however, the way we excuse his actions cultivates a negative environment around rehabilitating abusers at the expense of their victims, & generally facilitating the infantilisation & glorification of abuse/abusers.
