Angela did not want to be in Tokyo, rescuing Genji from his own bad decisions. She especially did not want to be working with Genji’s brother, but she was willing to, only because Genji had previously vouched for him so hard. The fact that Hanzo was so obviously concerned for his brother helped.
She wondered just how far forgiveness could go. She wondered what could inspire a man to murder his own brother.
It’s a disturbing question that, as Angela soon finds out, has an equally disturbing answer. Of course, it comes out in the most horrific way possible.
Genji had more or less healed from the immense trauma he faced. This would be a huge set back, of course, but Angela was sure he would recover. He had moved on from what happened.
Hanzo had not.

She sighed quietly; it was often a topic that Olivia mocked her for, and Akande occasionally tried to lecture her for attempting to reason with a crazed criminal. She didn’t fully understand it, as the whole problem and the disappearance of the cadet for years was indeed Overwatch's fault.

Genji genuinely can't tell if he regrets what happened in Hanamura. He went too far, Cole made that very clear, but he can barely remember what happened. The constant agony, the memories... it's all too much for him to handle. Reyes' missions were his escape, a way to distract himself from everything, and luckily for him, Reyes cared more about the results than the methods. To Genji, this mission wasn't any different than all the others. So what if they wanted him to hold back? The end goal was to take down the Shimada clan for good, and he tore the place apart. It was an expedient solution that didn't give them a chance to recover... but he still didn't find the peace he was looking for. Was this really what he wanted?
Cole didn't want a volatile weapon jeopardizing missions like what happened in Hanamura, but he quickly realized that there was much more to Genji than his blades. Maybe with the right environment, he could give Genji that second chance Reyes gave him ten years ago.
At first, running seemed like the only option for Hanzo, but when he's suddenly contacted by Overwatch, he realizes there might be another way to make up for the pain he had caused.
