Summary
Tim Drake is starting his first year at Gotham academy as a 7th grader. He's 10 years old, and excited to finally stay in Gotham all year long rather than 4-ish months out of the year. He's excited to not have to go to boarding school and be able to follow the Bats almost every night.
None of these changes when he finds a radio in a box of electronical goodies. But Tim does have a brilliant idea to help the people of Gotham without putting himself in a questionable amount of danger.
Tim could start a radio reports station. He could compile information and thrice weekly report on it like a podcast. Gothamites could tune in to listen to his informational reports, it would be great and he could help people.
Things complicate when he discovers a trafficking ring in the Narrows being run by Black Mask. He obviously reports on it and investigates to learn more information.
But he has to do so while slowly getting on the radar of Black Mask, other criminals, and the Bats. And Jason Todd at school trying to befriend the tiny 10-year-old 7th grader and decides to start driving him to and from school every day.
But at least he's Rook now and can help people.

He wasn’t there to become a hero, he just needed someone to keep an eye on Batman. And if Dick didn’t want to return to being Robin.. Well it was only logical for him to stand in until Batman had processed his grief enough to function on his own again.
Plus it was kind of cool to be Robin.

Tim's parents are neglectful, which causes a handful of issues.
Bruce is still processing his grief, which does not help Tim.
Dick seems to pretend Tim is Jason, not helpful either.
Red Hood hates Robin, Tim doesn't know why.
Jason is alive because of the Lazarus Pit and he's also Red Hood, which Tim thinks has it's upsides and downsides.All Tim wants is for Batman to be okay, and for Bruce and Dick not to hate each other.
So what's a little self sacrifice to make that happen.
Not like anyone actually wants Tim Drake around anyway.

Alfred and Jason disagree, and get Dick and Bruce involved in figuring out their weird nextdoor neighbor kid’s life. Everything goes uphill from there.

Since the day he was born, Keigo’s life was not his. Whether it be his parents or the commission who used him to get money, someone was always there to own him; but he was content with that. No matter how much they used him, or how much they abused him, he couldn’t hate them. Maybe it was his heroic side, or perhaps just the response of a traumatized child, but he has never hated them.
But that doesn’t mean he respected them either. His parents were pieces of shit drug addicts, and the commission abused children for money. How could he morally respect that? And why couldn’t he hate them? Why, after everything, is he still so attached?
And now he has a choice. He can choose himself, or he can choose the commission, and he already knows which one he’s gonna pick.

Hawks REALLY needs a hug. Preferably from someone who isn’t a rapist. On his quest for love, he finds a hot guy—as in he’s literally hot—who seems to be into him. But does he even deserve that love?

I FORGOT A SUMMARY AHHHHH
Someone targeting the Commission isn’t anything new, with them being such a large pillar in society that promotes Heroes; occasionally, they have to replace the windows or lawn if an attack is bad enough. Maybe hire a few staff members to replace lower-ranking employees who did nothing but show up to work that day. A building can be rebuilt, new people hired, and money had never been an issue to the HPSC with all of the public support it gets. But this isn’t that, it isn’t just a matter of replacing some glass or buying new trees- the Commission is currently more like an active demolition zone than a proud government building.
This isn’t just a targeted attack, it's angry- furious even, a wrath proven right and twice as deadly for it. This attack is a message.

Summary
Robin is gone and Batman is starting to fall apart.
Tim Drake decides that since no one else is going to fix Gotham, he will have to do it himself.
If Batman is spiralling without Robin, then Tim will become Robin.
If Nightwing resents Bruce for taking on another sidekick, then Tim will need to prove him wrong by creating a new identity and becoming Nightwing’s sidekick too.
And if a new crime lord holds a grudge against Robin, then Tim will simply become someone else, earn his trust, and find out what he's planning.
It's brilliant, in theory. All he has to do is deceive arguably the best detectives on the planet whilst somehow being in multiple places at once without anyone connecting the dots.
OR: Tim Drake creates multiple vigilante identities and lies to everyone he knows, whilst desperately trying not to get caught as himself.
