It makes me complicit in his crime, I think. The fact that I knew and said nothing, didn’t even try to stop it.
Even before Luke told me about Hal, I wasn’t really planning on telling Chiron what I knew. He wouldn’t have believed me. And if he had, how would he have acted on it ? Would he have had the threat removed ? I can’t be sure he wouldn’t and Luke is my friend.
There are things I could have prevented even without telling Chiron. I could have acted to prevent certain things from happening, like Luke poisoning Percy, or Luke poisoning the tree (a lot of poisoning happening ?) but I didn’t. When I measured the stakes, Luke always came out heavier.
Percy’s fatal flaw may be loyalty but he has always let him himself be swayed into doing the right thing. I have no such problem.
What I’m doing definitely isn’t the right thing to do, but I never pretended it was. This was always about being selfish, not being right.

Summary
Reiko's first life was steeped in violence; it's only fitting that her second life follows suit. But she never could have predicted being born to a place she's only known as fiction, to the Village Hidden in the Sand right at the cusp of the Third Shinobi War. She has no way of knowing how her actions will affect the future, and every choice she makes has a chance of spiraling events so far out of control that she can no longer predict them.
Of course, that isn't going to stop her from making this world one that she wants, and gets, to live in.
