Summary
It is in third year that Harry first learns how Time Turners work: as long as everything appears to happen the same way, you can switch things up behind the scenes. He and Hermione couldn’t stop the axe swing, but they could take Buckbeak away. As long as nobody realises that anything has happened, you can do what you like.
He later learns that if you are seen, you spontaneously implode if you’re lucky. The entire universe implodes if you’re not. It’s fine; they’ll just have to be careful.

Six years after the Battle of Hogwarts, the Unspeakables get the Time Room running again. Two weeks later, their largest, longest-term Time Turner disappears, along with an Unspeakable who worked on it. Another two weeks after that, on the 31st of July, 2004, the Unspeakable returns sans Time Turner. So do an interesting group of people.
