“Hello?” Tony answered, softly climbing out of bed so as not to wake Pepper.
“Mr. Stark? This is Gregory Shaw.” The man on the other line explained.
“Oh. How did you get this number?” Tony asked. He didn’t remember anyone by that name.
“You and your wife went through the training and process to be foster parents. I’m a social worker, and I was calling because I have a child who needs a place to stay.”
“We did that before we knew Pepper was pregnant. I thought she called to update you. We’re not really in a place to take on more kids.” Tony ran a hand down his tired face, glancing down the hall to Morgan’s nursery. He didn’t want this call to wake her. She was in what Pepper called a sleep regression.
“She did. I am running out of people to call, and I was just hoping you’d give it a shot. No one else will even hear me out. I get it. It’s late. No one wants to take in a teenager, but he’s still a child, and he still deserves a home.” Gregory Shaw cleared his throat, “Sorry. It’s not your problem.”
“Wait.” Tony didn’t know why he paused, “Tell me more.”

Summary
Steve and Tony haven't been together long--they just started dating after putting the team back together in the form of the New Avengers. When the Red Skull finds out about their relationship, though, he takes it personally. Aiming to make an example of them and insulted by Steve taking up with a man, he takes them prisoner, and proceeds to try and break them. It doesn't exactly go as planned. Set directly after the beginning of the first (2004) New Avengers series and the formation of the new team.

If Tony handed Steve a part of himself, there was a very real chance that Steve’s super-soldier hands, clumsy and unaware in their own strength, would squeeze too hard. Soldiers were made for war. Steve was Captain America, the world’s best soldier.

It was Bruce who convinced him to move into the tower. He had called him in the middle of one of Steve’s zoning out sessions, the ringing phone nearly sending him straight through the ceiling of his cramped apartment. Bruce told him that a friend of his alerted him of Steve’s current state. Of course Bruce, the doctor/psychologist wanted to help him out. He didn’t know the half of Steve’s PTSD or any other wild things going on at the moment, but Steve knew that Bruce was right. He could sure as hell use some company.
