Summary
First the previously unknown American government organization sent out a petition to present findings on a new class of organisms they called ghosts, a move that raised eyebrows among the entirety of the scientific community and felt off in a way Jason couldn't describe. A couple weeks after being granted an audience, invitations to the summit went out to every hero organization and government on the planet stating their intent to prove these organisms were a threat and present their plan for eradicating them.
Jason was quick to pull Tim and Barbara onto research when Batman put him in charge of the team to look into it. What the three of them found was just as concerning as it was sparse.
A set of laws hidden in among environmental protection acts that looked like a thinly veiled effort to undermine metahuman rights; six papers published over the last 25 years by the Drs Fenton that were more bias and conjecture then science and facts; a handful of patents that referenced hundreds more that were nowhere to be seen; and a massive firewall that was just as magic as it was technological.

It was at that point that Danny realized that his ‘do it for the bit’ idea had bitten him in the ass like a reanimated hotdog. He got attached.
tldr; under the premise of 'do it for the bit' Danny had visited Gotham and 'conveniently' ran into Bruce Wayne considering he filled the adoption bait criteria, except slowly but surely through the way Bruce cared about him and even his other kids kept wanting to get to know him, Danny got attached. This is the aftermath of that when Batman finds him in Gotham after a not-so-great reveal to his parents.

The unnatural shifts in his words and the variations in pitch being just ever so slightly off putting. Borderline uncanny, yet everyone who’s heard it knows there’s a human behind that voice. A man who choses to blow a hole through someone’s skull without so much of an afterthought.

Or, Red Hood is captured, Nightwing saves him and while helping him afterwards, puts the wrong puzzle pieces together and confronts him which does not go quite how he planned.

Bruce doesn’t know what’s wrong with his child, but he’s pretty sure kids aren’t meant to work like this.
From the day he had looked up into the tops of the circus tent and saw a frightened mirror image of a boy who had just experienced the worst day of his life, Bruce had instantly gone into emergency mode.
The Gotham PD had wanted to pass the boy off into the care of the circus. The circus had mumbled underneath their breaths about superstitions, about not having a boy like that with them, about not being able to handle something like Dick. So GCPD, not knowing what to do, had started talking about one of the handful of overburdened boy homes that handles a majority of Gotham’s unlucky orphans.
All the while, the camera lights flash bright and loud, wanting to know everything.
Bruce couldn’t let that happen.
Not then, not ever again.

Jason didn’t know what was going on but he was really very pissed that there was another kid with a y-shaped scar on their chest and eyes that feel like frozen reflections of home. Thankfully, there were suddenly several new targets for his rage and Dick seemed rather more inclined to join Jason than stop him.
