Jason Todd doesn't like Crowds. Of course, sometimes they are unavoidable, be it when there's a mob of thugs he has to get through to a victim, or if his brothers need him, he'd never turn his back there. But this, this was a shit-show, swarmed by reporters and Elites, wanting to get dirt on B, on where Jason had been the past few years, on why Brucie had told them all his son was dead, when clearly Jason was not and then the Joker shows up. Fuck this shit.
AKA Jason legally and publicly is revived and yet somehow this leads to Death.

Summary
Jason knows Dick is different.
Which is why Jason is sitting next to a gargoyle, looking over Gotham’s smoggy streets and watching the people mill about their days, and flipping his phone in his hand. He’s considering, is all. Trying to figure out what to say. Should he open with a confirmation code? With a joke? With a simple ‘hey’?
There’s a chance that Dick won’t pick up at all, really. Jason’s burner is an entirely new number. It’s technically a New York area code, too, because no one likes to fly into Gotham on account of all the smog and Rogue attacks (not like Jason can blame them. Can you imagine how much of a fucking hassle it’d be to try and keep a whole commercial airline full of civillians safe? Not to mention that the Rogues would take ruthless advantage of a sealed location. Bleh.), so it’ll be extra unfamiliar. Dick might think he’s a spam caller.
OR:
Dick said Jason could always call him.
Freshly back in Gotham, Jason tests if it's still true.

Summary
All the birds are stressed and Jason can tell, but he doesn’t quite know how to fix it since he will be skipping Gotham for missions for a couple months. Then it hits him, maybe he does know how he can fix this. And sure maybe just maybe Dick gave him the idea by accident, but no way Jason would ever tell him that!
So Jason gets to work and just a few days before he leaves he saddles his motorcycle and speeds from his crime alley apartment to Bristol. With a short explanation to Alfred and a promise he wouldn't tell Bruce, Jason sneaks through the halls and leaves a red wrapped and custom made gift box at the foot of their beds alongside very clear instructions to be however pissed they want (and to fuck with Bruce), an address for a safe house loaded with weaponry and enough explosives and pyrotechnics to make firefly blush, and a pocket calendar with each week highlighted in a different color.
