It was not as though Javert enjoyed challenging the mayor’s authority, but as Madeleine had not come from the ruling class and thus could be unaware of the intricacies of the law that Javert had learned by tireless necessity during his own rise in rank, Javert decided it should fall to him to inform Madeleine of these matters whenever such conflicts arose. It was a matter of public service.

Summary

That night on the parapet, Valjean forces Javert to live. Some time later, Javert finds himself returning the favor.
