or, Wilbur leaves Tommy in the foster system when he ages out. Tommy spends years on his own growing bitter towards the world, and when he develops powers, he decides to leave the group home and create a life for himself. There's something strangely familiar about the hero Siren, though, who seems hell bent on stopping his villainous activities.

Fuck, even Tommy from a month ago would have called him crazy. But after turning eighteen and promptly being kicked out of the foster system, Tommy needs the extra money in order to make rent next week. His landlord is infamous for using the Purge to dispose of tenants who can’t make their rent on time.
There’s gunshots to the left of the gas station, somebody’s filling about ten red canisters of gas, and two cars race down the street in front of him. A loud crash comes from the direction of the cars, and Tommy winces, unmoving. It’s the fucking Purge, he’s not going to go out into the open and get killed just to make sure two idiots are alive.
Or: Tommy's short on money and works overnight at the gas station during the Purge. Somehow he leaves with a whole new family.

“What about if it’s one of us?” Techno asks, gears already turning in his head, “What then?”
“Then don’t do that to each other,” Phil breathes, “I know what you’re thinking, Tech, I know how you are. But if you volunteered for any of them and didn’t come home? Can you imagine how they’d feel?”
Techno frowns, leaning back into the couch. He doesn’t agree, but doesn’t refute him. Wilbur hooks his arm around his twin’s as a gentle reminder that he’s here.
But Phil’s aching heart can’t ignore the reality that one day, they may not be.

Summary
He’s so caught up in his own head that he doesn’t notice the figure in the alley he passes until a hand grabs his arm and yanks him into the narrow opening. A strangled squeal tears from Wilbur’s throat, but he isn’t hit. He isn’t attacked. The hand leaves his arm as soon as it came.
And when he takes in the sight of the person who pulled him, Wilbur knows it’s not a thief or anything of the like.
His clothes are too neat. Too high quality. A hood covers his face, but Wilbur can make out a well-kept beard, nicely trimmed and not overgrown in the slightest.
This is not a man of the city, not even the wealthiest parts. He reeks of perfumed nobility, but that doesn’t make sense—he’s not dressed as if he’s part of the Empire.
Wilbur steps back away from him, not letting the man out of sight but not provoking him. Maybe he doesn’t notice. Maybe if Wilbur is slow enough, he can—
“Stop moving,” the man says, “I am not here to hurt you.”
Or: Wilbur is an average citizen of the Empire. He makes a deal to spy on the royal family for his own sake, but that proves more complicated than he ever expected.
