Billy doesn't really understand why everybody is looking so serious and sending Superman so many sad looks. He thinks this is an adult thing, that he'll understand when he's older.
This meeting was made to talk about Superman's clone- which makes him jealous, he wishes he had a clone buddy too -and he doesn't know why everybody is so stumped.
He guesses as an adult among other adults, he obviously has to voice his own thoughts as well.
(Which, again, he thought was kinda obvious but adults were weird like that he guesses)

With each year the Indomitus Crusade progresses, the Chaos Gods grow more and more annoyed as Roboute Guilliman continuously interferes with their plans and powers. But they know killing him will be too difficult and costly; the Corpse Emperor of Mankind protects his tool well. So, instead, they lay a trap and cast the nuisance 13th Primarch into an alternate timeline.
AKA, that time when 30k and 40k Roboute Guilliman swap places.

Summary
Of all the Primarchs, and though he was the only omega among them, Roboute Guilliman was always the least memorable. Beautiful and intelligent, but boring. Everything about him was impeccably strict. Not even his own brothers tended to pay attention to him.
But when the almost divine family receives a vision of a future Roboute Guilliman crying in front of the Emperor's Golden Throne, feelings begin to stir between the Primarchs and they unwittingly change the fate of the Imperium.
On the other hand, the Emperor will have to review what he truly knows about his only omegan son, the coldest and strictest, but the one who better than anyone can see the vision that the Emperor wants for humanity.
