Summary
Jaehaerys-the King may have created a legacy that any King would feel proud of, but Jaehaerys-the Father was not proud of what he had done to his family, his blood, more specifically the vulnerable position he as a king had created for the daughters of House Targaryen. Now that death was looming near him, Jaehaerys had many regrets and not much time to rectify the injustices inflicted on his daughters and then grand-daughters but he could still help the next generation of Targaryen daughters. He could still do something for Rhaenyra, his and his family's only source of joy in the recent years.
And so with the last remnants of his strength, Jaehaerys Targaryen decides to provide as much safety and security for the daughters of his house. And thus, the last edict of the Conciliator may just end up proving to be all the strength and security that Rhaenyra may need to one day sit the iron throne that is rightfully hers without loosing her fire or her life.

Summary
There is a saying 'he who wants everything every time will lose everything any time'. Alicent and Otto hightower are but greedy people at their core and just having prestigious positions in the realm was never enough for them. They couldn't be simply expected to stop at having the scraps of power when Rhaenyra was going to get the absolute power in the realm. So, they plan in earnest to wrest this absolute power from Rhaenyra's hands but forget that nature has quite the ironic ways of making men pay for their greed. And when nature strikes, there is hardly a way out for anyone.
For centuries to come, people will remember the events that occurred in year of 112 AC as the beginning of the end for the Greens; at the hands of the Green Queen herself. The tale of Greens will serve as a warning to everyone how blinding greed can lead you to destruction of everything you may hold dear.
