Summary
Gotham social services start a new program in hopes of Gotham foster kids getting more stable, long term placements. The Todd-Wayne Children's Welfare Transfer, or otherwise known as the TWT, is a program that sends Gotham's parentless kids over to the fresh air and sunny skies of Metropolis and Central City. When the program was first introduced three years ago, Tim thought it was a well thought out program that would help the alarming number of children that run around the streets looking for their next meal.
When Tim gets personally selected for the program by Bruce Wayne, he wonders of the fates have it out for him when he gets placed with the Kents.
