Summary
It's been two years since Tim saved Bruce from the Time Stream.
It's been two years since Tim broke down and tried to clone his best friend, only to fail 99 times.
Tim had no idea that while he was leaving the lab, he accidentally initiated attempt 100.
Two years later, Ra's al Ghul discovered Tim's work: dozens of empty cloning tubes, all with the message "failed" flashing on top. All except the last tube, where a cloned boy, no bigger than a 5-month-old, had been kept in stasis for two years.
A cloned boy containing the DNA of Timothy Drake-Wayne, whose mind Ra's admires so very much, and that of a Kryptonian.
Finally, he had a worthy heir.Having managed to rescue the clone he created from Ra's clutches (He has Kon's dimples. He has the Drake nose), Tim is on the run.
He can't go back to Gotham; that would be the first place Ra's would look for them. But he needed help.
Tim didn't know how to take care of a baby, and he couldn't protect the child by himself.

Summary
At eleven, Tim Drake tried to blackmail Batman into making him Robin. Batman made it clear that he did not want another Robin, and certainly didn't want Tim. Which is...fine. But Batman tattling to his parents about Tim's hobbies and getting him sent to a boarding school overseas feels a little targeted. Now, he is back in Gotham under the conditions of 1) not bothering the Waynes, 2) not blabbing about his home life, and 3) following through on "familial duties."
So, why is Dick Grayson trying to talk to him at a gala?
Or:
Tim misunderstands adults, Dick is concerned, Bruce is trying very hard to adopt this feral child, and Jason is still Tim's favorite superhero.
