Traditionally, Agni Kai were fought privately.
The Fire Sages believed that Agni Kai were intended to be fought in front of Agni only, calling on the divine spirit to punish the wrong and to vindicate the right. They were to begin at dawn and last no longer than mid-day - the times when Agni's power was considered to be greatest. They were to be fought in the open, under Agni's light. And they were to be fought between only those of the age of majority, as this was the age at which people were determined to be wise enough to stand before divinity.
Traditionally, they were held only in the summer - any Agni Kai conducted in the other seasons was considered to be forfeit. In those instances where an Agni Kai was fought in the spring, or fall, or summer, both of the combatants were duly punished for their folly.
Zuko was thirteen when he entered the theater for the first time - a few years short of the age of majority, as it had been set centuries ago. It was early evening, he remembers because his hands were shaking too badly to hold his fork at dinner. And it had been winter - a month or two shy of his fourteenth birthday. By all rights, both combatants should have been punished for their folly.

On a job with team Akuta, gris and Follo, Rudo is told to take on one of the smaller trash beasts by himself. He’s excited, he gets a bit ahead of himself and looses his footing. Th trash beasts hits him with full force causing him to bang his head in a rock that was partly sticking out of the ground.
Bacically Rudo gets a concussion and it takes the cleaners a while before the figure it out.

His voice hobbled over as he spoke, caught in a thick hook of swamped tears and mucus. ‘You’re NOT –’ he sniffed, hard; it sounded burnt-out and hurt. ‘–You’re not doing the breathing thing! That’s Regto’s thing!’
Enjin bowed his face and inhaled sharply.
Then he took a good, long look at him. ‘So that’s what this is about.’

“What the hell did ya do.” He deadpans, though there’s a tremor in his voice Rudo hasn’t heard before.
“I told you to leave me the hell alone!” Rudo’s voice lacks the bite he would’ve preferred it had, “You hurt me, asshole.”
Zanka stays silent, and Rudo goes back to breathing deeply, trying any and all methods Regto had shown him back up on the Sphere to make the stabbing in his hands stop.
“Show me your arm.”
Rudo freezes.
“Why?”

“Before you hang up, I’m calling for Dazai. Ranpo-san told me to call you.”
It’s not that he hasn’t been listening before, but he does get a bit more interested in what Kunikida is talking about once he hears him saying it was about Dazai.
“Did something happen to him?” he’s quick to ask, almost cutting off the other.
“He’s not in any sort of danger.” Kunikida speaks, and Chuuya feels himself relaxing the tiniest bit upon hearing Dazai isn’t hurt nor injured, “He’s… okay, but he took a new case in and he’s been working a lot the past days, and he’s refusing to go home even though he’s clearly tired. Ranpo-san thinks Dazai will listen to you if you talk to him.”
He scoffs. “That idiot, still pulling off this shit.”
Or: Dazai overworks himself and Chuuya gets called to make him fix his fucked-up sleeping schedule.
