Summary
Kiryu hears things about Majima.
First from Nishiki, who tells him about the eyepatched son of a bitch who threw down with him in Serena and beat the brakes off him, who was crazy in a desperate sort of way and desperate in sort of a crazy way.
Then from word on the street, about the Mad Dog of Shimano who’d disappeared for a year and resurfaced with a vengeance to claw his way back into the ranks of the Shimano family with a manic grin and twirling bat.
And before any of that, a year ago, in the love hotel they’d been lying low in, Makoto Makimura had recounted to him the story of a nameless man in Sotenbori who had protected her even though he was supposed to kill her, who was kind to her and had bought her takoyaki and had one eye, the one thing he had told her about him to comfort her as she wept in the darkness her mind had cloaked her in.
But the first time Kiryu encounters Majima, Majima somehow ends up being all of these things and none of these things at the same time.

Summary
Kiryu had started to wonder not when would Majima strike again, but why he did what he did. It was easy to write off this as madness, or obsession. But after realizing this whole image he knew for some time now was just a plain act, his views on Majima had started to crumble.
What was he about? What turned him into the man he is now? And was the damage irreversible or did Majima just hide behind wacky smiles?
Majima's transition to Mad Dog wasn't so smooth, his old self resurfaces, and Kiryu, finally, notices that he is much more than his act. And now he's determined to know this new side of his rival.

“Yeah,” he said. “Someone kinda like Haruka-chan - well, more like a kid sister than a kid, but… y’know. Same difference. Same kind of person.” Kiryu watched as Majima's expression shifted into something faraway, pensive, heavy with reminiscence. “Someone you’d go hungry for without a second thought.”

It was the most bog-standard dessert you could get. Yellow custard and caramel squished inside of a cute plastic cup - adorned with soft ridges pressed into its sides and a flower shape on its base, and topped with a brightly coloured lid. Convenience stores were filled to the brim with them usually and no one would think twice about a store possibly running out.
But not now. Now, there were none left and because it was Majima “Mad Dog” Goro who had the last one, Kiryu wanted it doubly so.

If I didn’t have anythin’ guidin’ me I think I’d really go crazy.” He hears Kiryu make a quiet noise in his throat. Majima lolls his head over to look at him. The final wash of golden daylight touches his face like he’s been chosen by some divine force. He smiles. “Besides, Kiryu-chan,” he says, “If you’re the one holdin’ the leash, I don’t think I mind.”
