Robby is holding out on him. Ever since their first (and long overdue) sexual encounter, Jack can tell. He has a sense for these things, especially when it comes to Robby. He spent many long years learning Robby's tells, and, deeply annoyingly, Robby his.
Which is why, when Robby won't completely let go as Jack takes him apart with his mouth and fingers, won't relinquish that last little vestige of self-control like he did that first time, Jack knows he has to pry it out of him. Whatever it is.
