Crowley knew Aziraphale. Crowley didn't need to read his mind or his heart, like he did with the humans, to know what Aziraphale wanted: for the world to continue to exist, and to continue to exist in the world.
And if there was one thing Crowley knew how to do – if there was one thing, depending on how you wanted to interpret Ineffability, that he was created to do – it was convince people to do exactly what they had wanted to do, anyway.
One last big job before retirement. Tempting an angel to disobey Heaven. Hell help him, this was going to require craftsmanship.

“That’s a good question,” said Aziraphale.
Crowley glared at him. “No, it isn’t.”

Cut off from access to Earth, the hosts of Hell find other ways to torment Crowley. Aziraphale provides a refuge.
