Wolfwood comes back at the worst times. It’s been two hundred years since he died. Two hundred years, three days, four hours and thirteen seconds. That is to say, a long time. And Vash thinks about him all the time. He thinks about him drunk out of his mind. Thinks about him while Vash is running and shooting and hunkering down in the desert to sleep, gazing up at the broken glass sky. Vash thinks about Wolfwood when he goes to visit the girls, sitting in the lot where their graves are. Vash smiles at their families, before slinking back out into the desert. He sees Wolfwood in the shadows that fall and the cigarettes hanging off mouths. He’s in the heat of the sun and the cool of the night, the long empty halls of ship three that Vash tends to haunt. And now he’s in Vash’s throat and chest while Vash is on his stomach in a musty smelling bed.

Set post-film, alternate take.
Quynh kidnaps Booker, and keeps him in a tank, drowning him over and over. She appears to be soothed by the sounds of him dying, perhaps because it was her background noise for 500 years. Booker, for his part, has an, ah,,, unfortunate sexual association with death by choking thanks to being hung to death for days on end. So. Maybe it's less torture and more comfort for two broken creatures?

Summary
UA has a rule—no quirkless students. It was added years ago, after much hemming and hawing about safety concerns and lessening blame in the inevitable circumstance of death. There's no real reason to remove it, not as the percentage of quirkless people plummets further and further.
Of course, this rule doesn't actually matter to Izuku, because he's got an analysis quirk.
As far as anyone knows.
The Plan is simple: have a quirk, become a hero, and avoid anyone who could disprove those first two things.
In hindsight, UA isn't a great choice. And that's before the villains.
