Because, here's the thing. Ilya isn't actually jealous. Jealousy implies that there's a potential for Shane to be swept away by one of these random suitors. It means that there's an underlying fear that Shane will choose someone else over Ilya. And aside from the occasional depressive spiral that can lead Ilya to those thoughts — though that rarely happens after so many years of marriage — he knows that Shane would choose him over everyone. He trusts that Shane loves him just as much as he loves Shane.
Ilya knows there's no chance in hell that a random man flirting with Shane in a pet store would be enough to turn his head.
