Kal could have had this and more if Clark wasn't too busy being a coward to take it. Lex always wanted him. Even back then when he was trying to kill him, he still wanted him.
Even now after they've reached an agreement, an alliance, a fragile friendship, Lex still hasn't changed. He still wants him. And if Clark isn't sure how to proceed, Kal is and he will not let Lex slip through his fingers like Clark is willing to.
