An arm wrapped around Carl’s shoulders, a body pressed close to his side, close, close, so close, too close, waist to waist, shoulder to shoulder, fingers on his shoulder, breath on his ear, and Carl stopped in his tracks, eyes wide, yet unseeing, his mind two steps behind as he fumbled backward into Michonne. He was going to—that man was going to—Carl blinked, caught his breath.
He could feel more than see that everybody around him had stopped walking. Glenn stood in front of Carl, his arm still up, blinking in confusion. “I, whoa, I’m sorry, Carl. I didn’t mean to scare you, buddy.” Glenn said quietly, voice calm and low as he lowered his arm.

Negan saw Rick Grimes as an asset, and a loyal man with a little family. A daughter and a little wife. While the girl was obviously too young for the man, he wasn't going to say anything... until Rick accompanied him to teach the group attacking the Saviors a lesson.
When the truth bubbles to the surface, Negan decides to make the little wife come clean... maybe together they can get Carl out of the situation he's in. Whether he wants that or not.
