Summary
If they did this, if they kissed right now, they would lose each other as they knew forever. Their relationship was never strictly professional by any means, but this would change them in a way they'd never be able to come back from. No more Captain and Lieutenant, no more very close friends.
But, even if this could only exist on their shared leaves, between the old walls of this flat, only with the two of them as the witnesses of its existence. It'd be worth it, if they were together.

Besides, the Outlaws are on this planet to find the party behind its recent terrorist attacks; NOT to become side characters in a Jason-Kyle romantic comedy that will, as Kyle's past relationships dictate, eventually take a turn for the tragic.
Or Roy keeps on watching his teammates date Kyle Rayner, and I think that's funny. Here's him going through all five stages of grief while my OTP gets together.

“Do you think we can convince them that we’re together? Maybe even engaged! I’m sure Doctor Thompkins would love to be the officiator!”
At the suggestion Jason feels an immediate vile response on the tip of his tongue. Because what Jason will never admit to anyone who has ever known him is how desperately he wants to be openly loved without shame. That he wants someone who would grab him when they were excited and kiss his palms and smile at him and want him. He wants so viciously to be wanted and he doesn’t know how much longer empty praise from people he had protected or long poetry or old novels full of understanding will be a good enough stand-in for being wanted.
And it was Roy suggesting it. That very fact makes something inside him seethe, something inside him turns into a feral animal from shame. It claws at his rib cage in search of an outlet.

Now they know the Red Hood is the resurrected Jason Todd…wait why are they calling him Roy? What??? Confused, Jason looks up the guy they think he is and. Fuck. That’s his soulmark!
The Bats are trying to take down the Red Hood but after a fated encounter and some investigation, they have a new idea. Since he was Jason’s soulmate, maybe Hood isn’t all that bad and they can get him to join their side.

“Oh, are you guys talking about Jason?” said a familiar mechanized voice from across the rooftop, and the Bats spun around to spot the Red Hood casually leaning against the rooftop access door. “I miss that kid, he was a riot. Hope he’s doing alright.”
There was a moment of silence as the entire group stared at Red Hood, processing his words, and then Red Robin blurted, “Wait, you know Jason?”
“Sure,” Red Hood responded breezily, amusement written in the lines of his posture. “We got pushed into the Pit at the same time. He went a little crazy and fell off a cliff, but shit could only go up from there, am I right?”
The Bats find out that Jason Todd is alive and apparently has questionable taste in friends, if the Red Hood is any indication.

Jason’s first mistake was hacking the Bats’ secret comm channel.
Although could it really be called hacking when they’d never bothered to change their frequency since his Robin days? All he’d had to do was log on, and boom – instant access to the best ways to avoid meddlesome Bats while he got shit done. And since his end was carefully muted, they wouldn’t even know anyone was listening.
His second mistake was thinking he could listen without getting sucked back into their drama.
Jason came back to Gotham with two intentions: one – protect Crime Alley and do it right this time. And two – avoid the Bats. Neither of these were proving as simple as he’d hoped.
