The Doctor was a very lonely man, regardless of what he told himself. He needed people. It was a fact, and the universe seemed to know that he could not last alone for long. So the universe does what it always does, it takes one lonely person and pairs it with another even lonelier person. Because everybody needs somebody, even if they deny it over and over again.
